From what I saw on TV yesterday, he clearly is up to the standard and if he's not in the WC squad next season, his leadership & experience could prove invaluable during the WC next year when we'll probably only have half a squad!

Leinster know who the few regulars are and as far as I know a few have no tickets. In this case I don't think a lottery was the fairest method. Bad form.
