You sure thats still true? It was originally 3 provinces x 5 foreigners = XV, so 4 x 4 close to that, plus their roster jibes with that

See this is the thing I just can't get my head around. How on earth were Ulster allowed to sign Charles Piutau with the amount of talent they have in their backs. It just doesn't make any sense. I mean I don't begrudge Ulster but I'd be pretty sure we wouldn't be allowed to sign an All Black to our back row.

Genuine Question, so if anyone has any thoughts on this please enlighten me (I'm looking at you Dave Cahill :) )
Any possibility they have more latitude because they are in the UK or is it down to their lack of success in winning anything so they are being allowed a leg up.
Ulster Rugby receives a hefty amount of funding from UK Lottery as a sports body. This is in addition to their share of the IRFU pot and whatever Rory McIlroy decides to tip his caddy at Ravenhill.

Irish times says in their breakdown of each pool: "Leo Cullen will definitely be adding to a modest influx of Robbie Henshaw, Jamison Gibson-Park and Ian Nagle in the coming months"

Any ideas of who it may be? A player like Combrinck wouldn't be a bad signing for us. 26, would be abailable for us year round when SA have a full deck to play with. Covers fullback wing and centre

I think Dave is more a 9 than a back 3

But I would be AMAZED if we were allowed any NIQ players let alone back 3

Connacht are allegedly talking to a Kiwi second rower so don't think they are covered by the regulations or maybe they are getting leeway because Heenan will qualify next month.

P.S. Can someone explain to me why Munster signed a lock in Jean Kleyn? Munster are short in a lot of positions but lock is not one of them.

Aki and McCartney have 1 year left to qualify. Heenan and Poolman already are. I'd say Connacht have plenty of room to sign another project or 2. If they can keep Aki and McCartney in Ireland next year Irish Rugby will feel the benefit

and maybe cos 2 of their projects only have one year left

said this above but my supposition is Chisholm is not coming back (due to concussion)

Unfortunately for the province, MacGinty is moving on to Premiership side Sale next season, with the upcoming arrival of South African out-half Marnitz Boshoff meaning Connacht could not keep another non-Irish-qualified player in that position. Pat Lam says he pleaded with IRFU performance director David Nucifora for an exemption, but instead had to help MacGinty secure a contract elsewhere. Article from the Journal.ie

Connacht must be on the same rules as the rest.

Why didn't he just keep McGinty and forget about the SA lad?

He'd already signed the SA lad for the 2016 season before he signed MacGinty. Full article below.
